Penelope is a beautiful little girl with big, gorgeous eyes that will melt your heart. She arrived at Orange County Animal Services as a stray, so its team doesn’t have a history for her. But, with a sweet face like that, they don’t need to know about her past because they already see what her future holds: tasty food, comfy beds, plentiful petting sessions and exciting toys.
